If you're reinstalling phpBB, chances are, in the installation process you will change the table prefix because you are getting the phpbb_auth_access error. So say you change it to phpbb2_. You will then be able to install the forum correctly but whenever you try to restore the database it will fail. This is because before you reinstalled you had a different table prefix, most likely phpbb_. So, what you'll have to do is go to the backup file, and open it in Notepad. Select "Edit" and then "Replace". Type in phpbb_ (or whatever the previous table prefix was) in the top field and in the replace with field type phpbb2_ (or whatever you changed it to). Click "Replace All". Depending on how large your backup file is, it could take a long time to replace them. When I did it, it took 10 minutes and the backup file was 250 kb. Then save the file, go to the ACP (Admin Control Panel) and restore the database as you normally would. I hope this will help someone else as it took me a while to work it out when my forum was down Smile
